Local Campaign – Demand Criminal Investigation Into Elbit Systems UK

The third phase of the campaign demanding a criminal investigation into Elbit Systems UK is now underway. This comes after the community letter was hand-delivered three weeks ago, but has yet to receive a response. During this phase, local groups nationwide will deliver the letter to their local police stations, calling for a criminal investigation. Together, we aim to build strong grassroots pressure on the police to investigate Elbit Systems UK for war crimes and to halt the proposed new £2bn contract with the MoD.

Phase 3 - Local Campaigns

So in this third phase, local groups will deliver the letter to their local police station, asking them to initiate an investigation into Elbit Systems UK.  

In the days ahead, we will provide the necessary materials and guidance to support this effort, including instructions on making the coffin, banner, and more. Please stay tuned for updates.

Local Campaign Letter

For the local campaign 3 letters need to be delivered

  • cover letter signed by your local group is needed so your local police force can reply to you (please forward any replies to us)
  • the original letter sent by over 1000 people asking for a criminal investigation – this outlines the legal case against Elbit Systems UK
  • the community letter signed by 75 organisations demanding action
Cover Letter

There are 45 Territorial police forces in the UK with over 1,000 police stations. The cover letter you use will depend on your location – which police authority you come under.

If you live near an Elbit site, then the letter should mention that; if you live in London then that comes under the Metropolitan Police Service which oversees the War Crimes Investigations Unit of SO15 so they have direct authority to investigate. 

We provide 3 sample cover letters, one for each scenario :

3. Cover Letter - If You Don't Live Near An Elbit Site

You will need the contact details of the head of your local police force as you will need to email them the cover letter with the other two letters attached, preferably the night before your delivery action. If you have problems finding their email, you could experiment by trying the standard format often used first.last@forcelocation.pnn.police.uk .

You will also need printed copies of all 3 letters for the actual delivery.

Alternatively we also have a printable A3 template that prints across 3 A3 sheets to make a simple but effective 4 feet paper banner that reads “We Demand Criminal Investigation Into Elbit Systems UK,” with “This Genocide Is Not Possible Without Elbit” below it. If using the paper banner, its best to ensure the delivery action is not on a rainy day.

Evidence Against Elbit Systems UK

Two documents of evidence are provided: a thoroughly referenced summary outlining Elbit Systems UK’s involvement in genocide in Gaza, and the ‘smoking gun’ list of export licences that trace weapons produced in the UK by Elbit Systems UK and its subsidiaries being shipped to Israel for use in war crimes in Gaza.

In July 2025, the United Nations Human Rights Council released a report on corporate complicity in the “Economy of Genocide.” It condemned Elbit Systems as a “crucial supplier of weaponry” to Israel and for its close collaboration in “Israeli military operations,” including embedding key personnel within the Ministry of Defense. It further pointed out that “important precedents exist,” referencing post-Holocaust trials of industrialists, such as the I.G. Farben trial, which established the basis for holding corporate executives internationally responsible for involvement in international crimes. Consequently, the evidence document includes information about the directors of Elbit Systems UK to facilitate legal accountability.

Childs Coffin

The evidence of Elbit involvment in genocide in Gaza is delivered inside a child’s coffin, symbolising the thousands of Palestinian children killed in Gaza using weapons supplied by Elbit Systems. The evidence is arranged to form the body of the shrouded baby. The coffin’s plaque read “In loving memory of Hind Rajab & the tens of thousands of murdered children & babies in Gaza”.

A talented artist in Bristol has kindly created a A3 template and video instructions on how to make the coffin and the enclosed child’s shroud. Print the template on A3 paper and follow the simple instructions.

Delivery Action

Before the delivery action you should email the letters to the police station so they know who to reply to.

For the delivery you will need 3-4 people: 1-2 to hold the banner, 1 to hold the coffin and hand the letter in, and 1 to film and take photos. You might want to video the approach to the police station holding the coffin like a funeral, and read the community letter out on the steps of the police station or say a few words about Elbit, and film the police taking the coffin.
